75/75 Tier - Down/Up Speed Cap

Hi there, Recently, I've managed to put together a FTP server via Home PC and have been using it to host movies that I play through XBMC or VLC, etc. I've used it for various other things, such as file transfers and so-on & so-forth. No matter what I do, I can not transmit data faster than 2-3mbps. I've tried several machines, configs, swapped out hardware (SSDs, ethernet cards/cords, etc). Best setup I pieced together was Win 8.1 I5-4430 3ghz, 16gb Ram, 3gb AMD GPU, 500gb SSD, PCI 3.0. Had the machine hardwired CAT6 to G1100 MoCa router - only operating line (so bandwidth is not in question). Upload speed is my compliant, but download speed is as well. Download caps at about 10-12mbps. The second machine that I've been transmitting too, runs with similar hardware and configuration - similar internet tier as well. How do I get faster speeds? Is it a prioritizing issue? Software? Any advice would be most helpful. Thanks.
