[Networking] Frequent packet loss in New York (96.246.55.x range)

I've had an extremely flaky Internet connectivity for the past few days. I first noticed it during the weekend, but this could have been going on for longer. I would lose the Internet connection about once every 5 minutes. The outage would take anywhere between 5 and 60 seconds. I've been running constant pings to 8.8.8.8 (Google's open DNS) today, and I'm seeing the same pattern. The router (ActionTec MI424WR-GEN2 Rev F) itself loses network connectivity, verified by pinging 8.8.8.8 directly from the router. My computers maintain a steady connection to the router itself. I'm also pinging 208.67.222.222, one of OpenDNS DNS IP addresses, to make sure I'm not losing connectivity specifically to the network 8.8.8.8 is at. I'm getting 100% packet loss to both IP addresses at the same time. I've tried rebooting the router, releasing the DHCP lease and getting a new IP address, and nothing is helping. The router's system logs aren't showing errors or anything else unusual. Traceroute output during an outage shows the connection not going anywhere after my router. This is obviously making online gaming and working from home using a VPN to the office more or less impossible. While writing this post I've had 5 brief outages. Ridiculous. Is anyone else in the New York area (Bayside, NY) having issues with Internet connectivity? Any ideas? Reboot the ONT?
