Currently in a MDU w/ shared ONT - VDSL2 service. The tech did the install but for some reason hard wired one of our ports to the uplink to telecom room. One of the drops was ripped out and spliced together with the uplink cable.

1) Why was it done this way? Does the plastic clip unit do anything?
2) Can I rip it out and punch in the wiring to the free port shown on the lower right?
Any feedback is greatly appreciated, I'm trying to understand why this was done. I personally see no reason for messing with the cables like this.
