External Splitter

Can anyone suggest if an external splitter next to the Verizon box was installed by Verizon or the previous homeowner's own homebrew concoction? The Verizon tech was checking it yesterday and one of the screw on adapters just broke off. He was supposed to have fixed it, but looking at it this morning, I see there is nothing plugged into the "In" on the splitter...which would seem to be an issue. There is a random coax line not plugged into anything, but also looks like it has a busted connector. We were attempting to get the CableCard to work yesterday, and apparently the system could "see" it, but they never got it to pair...and it was blamed on my numerous account setup issues I am still suffering through. I'm supposed to keep trying it as they try and work out my account issues. Today, I tried to setup a set of bonded MoCA connectors to at least get my wired network up and running, and can't get them to link up, hence why I am trying to figure out what is going on with my coax setup. Based on the number of connections, it seems the whole house may be connected to that external splitter, instead of the old (looking) splitter in my basement. Just wondering if that splitter is a "me" problem, or something I should expect help from Verizon with. At this point, I'm wondering if I should just hire someone to get this stuff fixed/mapped.
