Quantum Gateway guest network limited to 10 connections?

I subscribe to FiOS business service. I recently replaced my Actiontec router with the Quantum Gateway solely for the sake of getting the guest WiFi functionality. After getting it setup it seemed that no more than 10 people could ever connect to the guest network at any given time. After 10 people connected, everyone else would get stuck trying to pull an IP address which would fail and then repeat over and over again. After spending about an hour on the phone with Verizon tech support doing all kinds of pointless troubleshooting the tech put me on hold while he consulted with his higher-ups for about 20 minutes and finally came back with an answer from a supervisor that even he admitted didn't make sense to him. The answer was that the Quantum Gateway's guest network does not support more than 10 connections. I was so flustered at that point I just accepted that answer and ended the call. But later on it really sunk in how absurd that is. Why would they impose such an artificial limit let alone one so low? For residential customers that would probably be fine and most would never even notice. But to market this to business customers with the guest WiFi as a feature and limit it to 10 connections for no good reason is ridiculous. It's so ridiculous in fact that I am having a hard time believing it. I feel like something must have been miscommunicated somewhere. I just got off of another long call with Verizon, venting my frustration and disbelief that they would put such a limit on their business customers and seeking confirmation that there is indeed no way to make this router distribute more that 10 IP addresses on the guest network. The tech I got on the phone did not have the answer himself and was not able to get ahold of anyone that could answer the question. I have been promised a call back tomorrow. Can anyone out there confirm that this is the case and Verizon is limiting the guest network to only 10 connections and that there is no way around it?
