[Billing] Rental fees even after return and offering to show them receipt

Just got done with customer service, and they told me that the only way to get rid of the rental fee is to show them proof of purchasing a router from them instead of proof of return. I told them I had a receipt from a Verizon store, but they said that its because of the system. They also said that if I don't show them that I bought a router FROM Verizon, they will continue to charge me. Even after 4 years of renting a router and they still want more from me. What is this scam. The router I bought is from a third party source. I'm wondering if they'll even accept that or continue to charge me. Any advice is welcome.
