FiOS in condominium

Currently we have "FiOS", the fiber comes into the basement and from there it runs up the floors on RG-11 for TV and internet on the phone wiring. I have two major problems with this however: 1) From the RG-11 in the stairwell, it is split and then runs on RG-59 to each individual condo unit. This is completely unacceptable as a lot of the channels have reception problems. 2) The phone wiring for internet is unacceptable as you only get VDSL speeds. Something along the lines of 20/4 Mbps for the cost of fiber to the home... Is there a way to get Verizon out here to get fiber to each individual unit? Even if it requies a contractor/money, it is something I can petition the home owners association, but I don't even know where to start with this. What are our options in this situation?
