[Networking] Actiontec MI424WR-Rev I, MOCA, TIVO, WIFI, Netgear R7000

I have an interesting setup. ONT-->COAX-->Actiontec Port 1-->Ethernet --> Netgear WAN. The Actiontec is in bridge mode and the netgear is receiving the Verizion IP. I get WIFI access, but no MOCA. At one point I had an Ethernet cable from Netgear port 4 to Actiontec port 4 and MOCA was working. We had a power outage. I reset the routers and got wifi going again, but when I attach the Ethernet cable from Netgear port 4 to Actiontec port 4, MOCA works, but wifi connected devices loose access to the internet.
