[Networking] Terrible peering at alternet->qwest?

No idea if this is fios specific, but I'm suddenly getting terrible performance from anything Amazon AWS based (which is a lot, alas) and it seems to be due to a peering connection into qwest. Anyone else see anything similar? I'm getting sustained 20kBps downloads from cloudfront despite getting 80mbps on the speed tests.
