New construction - huge delay

We just closed on our home yesterday in phase 2 of a new development - phase 1 is all wired up and good to go, and we were supposed to be as well. The wires have been run, and it seems to be just a matter of engineering getting it into their system and activating it. We're the first townhouse in a row of 5 to go to settlement, and that seems to be part of the problem. The good part is we're at least on their map now, and they say they have us as eligible for phone service. Previously, they had no record of the address at all. After a week of going through support, having some people tell me it's a problem they are working on, having others tell me that FiOS is never coming to my area, and someone giving me an engineering ticket number, I'm really no closer to where I was at the start. I just got done with my daily phone call to Verizon to check on the status of it, and there was a note from engineering saying it should be ready April 25th. This will come off as a woe-is-me bit, but my wife and I both work from home, and not having this up and running is a huge issue. Is there any way to get this escalated somehow and sped up, or am I at the mercy of engineering? Should I be putting pressure myself on them, or should the builder be leaning on Verizon?
