I've been trying to download a Windows ISO and the Java JDK, both of which are hosted on Akamai. It downloads 0.4MB then stops, below is a traceroute. This is ridiculous. I pay so much for 500/500 and the throttling and peering is so bad that a lot of services involving Akamai, YouTube, etc are completely unusable. Really getting tired of this. Is there any way around this besides a VPN? It's funny because when I stop downloading, the pings go back down but as soon as it gets around 1MB downloaded it goes back up. Obviously they're throttling.
