Fios help with multiple static ips

I am in the process of having installed fios with five ips . My understanding is that you only have 4 usable public ips . My setup is such that the ont is being put in one building which needs to have one lan (and if i could, have cable in that building) and i need to be able to use the other ips in another building down the road that is outside where verizon would bring in service. i am going to put in a fiber connection to that other building where i want to be able to use the other three ips. I need some advice on the setup. I was going to have cat5 from the ont into a switch one port to a router which will be local and assigned one public ip and another port to a ethernet to fiber then at the the other end fiber to ethernet into another switch and then three routers into the switch each one with another public ip. (this setup sounds like it should give me 4 ips ) but i am not sure willthis work? Any other ideas I want each lan at the other building to have its own router with its own lan. Dont want to use vlans with static nat. And dont want to run more than one fiber line.
