Upload speed slow - only symptom

I've had Verizon FIOS for a few years now and have been on the 75/35 plan for about 1 year total. Last week I noticed I could not longer RDP into my home PC through a custom port forward I had setup. At the same time I did a speed test and noticed that my upload speed only was very bad. Download speed is very good upwards of 85Mbps but upload is lucky to make it over 8Mbps. I've tried resetting, rebooting, speed optimizer, online tech support and even had a tech come to my house. He first tried to say he connected his computer to the router and the speeds were "normal" but then I plugged my daughters laptop directly into the router and did the same test and it clearly shows the speeds are still bad, not making it over 8Mbps for upload. I suspect its an issue with the PON card or something in the CO, but Verizon does not show any problems with their equipment. I do a lot of uploading, so I notice when the upload speeds are bad. This is the first time EVER that I've had this issue, all of my home network gear is newer, gigabit and high end, nothing else has changed. Just all of a sudden the upload speeds are super slow now. I suppose I'll try rebooting all of my home equipment one last time, just so I can tell Verizon that its been done again and still didn't fix it. Any tips on how to get them to do more checking on their equipment? I've looked online and see lots of forum posts about this and the only threads with a resolution were the ones that said it was a PON card reboot or something with an OLT at the CO?
