please interpret these Verizon Network Diagnostics NDT

We were getting about 48Mbps down and 20Mbps up according to Speakeasy speedtest for FIOS 50MBps service. We upped the FIOS service to 75Mbps, but the download speed hasn't increased at all, although upload has improved to around 39Mbps. When I run the Verizon Network Diagnostics Tool it finds a 45Mbps T3/DS3 link in half duplex mode. Do I understand correctly that a 45Mbps T3 in Half Duplex cannot deliver 75Mbps bandwidth?
